The Director exercises general leadership of the Agency’s activities and bears personal responsibility for fulfilling the tasks assigned to the Agency. He determines priority areas for the development of civil aviation, signs regulatory acts and orders. The Director approves the structure of the Agency, makes decisions on personnel and financial policy, and also coordinates work to ensure flight safety at the state level.
