State Civil Aviation Agency under the Cabinet of Ministers of the Kyrgyz Republic
In accordance with the Decree of the President of the Kyrgyz Republic dated January 30, 2023, UP No. 15 "On Approving the Rules for Admission to Administrative State Civil positions via a Special (Non-Competitive) Procedure," the State Civil Aviation Agency hereby announces a competition to fill vacant administrative state civil positions.

General Qualification Requirements for All Administrative State Positions
For Senior Executive (Main) Positions:
Knowledge :
1. Constitution of the Kyrgyz Republic;
2. Constitutional Law "On the Cabinet of Ministers of the Kyrgyz Republic"; 3. Labor Code;
4. Laws "On State Civil and Municipal Service";
5. "On the Procedure for Considering Citizen Appeals";
6. "On Normative Legal Acts";
7. "On Conflict of Interest";
8. "On Countering Corruption";
9. "On the Right to Access Information";
10. Model Instruction on Clerical Work (Resolution No. 120, March 3, 2020).
proficiency in Kyrgyz, Russian, and English;
- fundamentals of management.
Abilities : Statistical analysis for decision support ; strategic planning ; effective management of subordinate units ; decision-making in critical situations ; objective performance evaluation ; conflict resolution ; and advanced computer literacy.
Skills : Executive management ; development of strategic documents ; public speaking and business correspondence in three languages ; proficiency in "TOKTOM Mamleket Pro" and "Infodocs" (EDMS).
For Senior Specialist Positions:
Knowledge : Constitution; Law on Civil Service; Law on Citizen Appeals; Law on Normative Legal Acts; Anti-Corruption Law; Clerical Work Instructions ; and trilingual proficiency.
Abilities : Data analysis ; digital literacy (Word, Excel, Internet, Email) ; and operation of office equipment.
Skills : Application of legal acts ; time management ; and implementation of management decisions.
For Junior Specialist Positions:
Knowledge : Constitution; Law on Civil Service; Clerical Work Instructions ; and language proficiency.
Abilities : Basic data analysis ; office software proficiency ; and use of office equipment.
Skills : Practical application of legal acts and public speaking.
II. Specific Departmental Requirements
Airworthiness Maintenance Department
Senior Inspector - 1 unit (M-A)
Education: Higher professional education in aviation (technical maintenance of airframes/powerplants, construction, or avionics/instrumentation).
Experience: At least 3 years in the professional field ; valid Civil Aviation Engineer License with ratings for at least one aircraft type operated in the Kyrgyz Republic.
Competencies: Knowledge of Chicago Convention Annexes , Air Code , and Aviation Regulations (KRAR-1, 5, 6, 7, 8, 10, 12, 13, 16, 19) ; proficiency in Kyrgyz (Level B2), Russian, and English.
Aerodromes, Ground Handling, and Transport Regulation Department
Chief Inspector - 1 unit (S-B)
Education: Higher professional education in civil aviation or higher technical education with specialization in airport operations, ground handling, or transport management.
Experience: At least 1 year in civil/municipal service or 3 years in the professional field.
Competencies: Knowledge of KRAR-14 (Aerodromes) and ICAO PANS-Aerodromes (Doc 9981) ; skills in domestic and international experience analysis.
Aviation Personnel Certification Department
Senior Inspector (M-A) & Inspector (M-B) - 1 unit each
Education: Higher aviation education (Flight Operations, Navigation, ATM).
Experience: 3 years for Senior Inspector ; no experience required for Inspector.
Competencies: Knowledge of KRAR-1 (Personnel Licensing) and ICAO standards for licensing and certification.
Aviation Security Department
Senior Inspector - 1 unit (M-A)
Education: Higher professional education, preferably in aviation security.
Experience: At least 5 years in the professional field.
Competencies: Knowledge of ICAO Annex 17 and Doc 8973 (Security Manual) ; skills as a screening equipment operator.
Strategic and Digital Development Department
Head of Department - 1 unit (G-B)
Education: Higher aviation education or higher education with digital transformation/strategic planning certifications.
Experience: 3 years in civil service or 5 years in the professional field.
Competencies: Knowledge of the Digital Transformation Concept (2024–2028) and Montreal/Warsaw Conventions ; strategic planning skills.
Legal Support Department
Chief Specialist (Lawyer) - 2 units (S-B)
Education: Higher professional education in Jurisprudence.
Experience: 2 years in civil service or 3 years in the professional field.
Competencies: Knowledge of Civil, Procedural, and Air Codes; Laws on Public Procurement and Administrative Procedures.
International Cooperation and Media Communications Department
Chief Specialist - 1 unit (S-B)
Education: Higher professional education in International Relations, Law, or Aviation (preferred).
Experience: 3 years in civil service or 5 years in the professional field.
Competencies: Knowledge of International Treaties Law and ICAO Annexes; English proficiency level C1.
